How Permit Modernization Can Support Housing Supply Without Weakening Safety

Approval time is a small part of a long value stream. Knowing where the days actually go is what separates useful modernization from pressure on reviewers.

Executive summary

Permitting is often described as a bottleneck in housing supply. Sometimes it is. Often the measured delay includes applicant response time, incomplete submissions, revision cycles and coordination between departments, none of which is fixed by pressuring technical review.

This article separates the parts of the value stream a building department controls from the parts it does not, and identifies improvements that reduce elapsed time without reducing the depth of review that public safety requires.

Why this framing matters

Housing policy in Canada has made approval timelines an explicit target. CMHC’s Housing Accelerator Fund publishes municipal action plans and best-practice material in which process and approval improvements appear as commitments [1][2], and the federal infrastructure regulatory review roadmap treats regulatory efficiency in the sector as a work item [3].

A permit is not paperwork. It is the point at which a jurisdiction accepts that a design has been reviewed against adopted requirements [4]. Speeding the calendar by shortening technical review transfers risk to occupants and to the officials who signed. The productive question is where non-review time accumulates.

Where the days actually go

Two of these buckets are usually the largest and neither is technical review: waiting for a complete package, and waiting for coordinated comments from other departments. Both are addressable without touching review depth.

Implications for authorities having jurisdiction

Three moves tend to produce measurable improvement without changing review standards. First, gate on completeness before technical queueing, so reviewer capacity is spent on reviewable files. Second, route referrals in parallel with a single shared record, so departments are not serialised behind one another. Third, make deficiency notices specific enough to be answered once.

Each of these should be baselined before it is changed. Without a baseline, an improvement cannot be demonstrated to council or to applicants, and an unrelated volume change can be mistaken for progress.

Implications for applicants, builders and professionals

Applicants control the largest single lever: the quality of the first submission. A package that is complete, internally consistent and legible avoids the return cycle that produces most of the visible delay.

For builders and developers, predictability is usually worth more than raw speed. A review that reliably takes a known number of weeks can be planned around; one that varies widely cannot, regardless of its average.

Risks, limitations and safeguards

  • Timeline targets can create pressure to approve incomplete files. Completeness gates and recorded reviewer decisions protect against that pressure.
  • Measuring only elapsed days rewards deferral tactics. Pair timeliness with quality and rework measures.
  • Parallel routing can produce contradictory comments; a consolidation step and a named coordinator are required.
  • Smaller municipalities may lack capacity to run parallel change programmes; scope should match staffing.
  • No performance figures should be published for a jurisdiction until they are measured in that jurisdiction.
