The Future of Digital Building Permitting in Canada

Moving submissions online is the starting point. The harder and more valuable step is producing structured information a reviewer can act on, with evidence that can be re-examined.

Executive summary

Building permits are a regulatory safeguard, and they are also the point at which housing delivery, infrastructure investment and construction productivity meet public safety obligations.

Most Canadian digital permitting programs begin by moving submission and payment online. That reduces paper handling but leaves the reviewer’s task unchanged: reading unstructured drawings and reconstructing the facts needed for a decision. The next stage is decision-ready permitting — capturing those facts as structured information, evaluating deterministically what can be evaluated deterministically, linking every finding to its source, and leaving interpretation and approval with qualified professionals.

Why permitting is a public-service pressure point

A building permit is the mechanism by which a jurisdiction confirms that a proposed building has been reviewed against the requirements adopted in that jurisdiction. In Canada those requirements originate in the model national code published by the National Research Council and are adopted, with amendments, by provinces and territories [1][2]. Provincial codes such as Ontario’s then govern in practice, each with its own edition and effective dates [3].

Permit activity is also a measured economic indicator: Statistics Canada publishes building permit values and unit counts, and the series is used to track residential and non-residential construction intentions [4]. When approvals are slow or unpredictable, the effect shows up in project financing, sequencing and delivery — which is why permitting appears in housing and infrastructure policy rather than only in municipal operations.

None of that changes the primary purpose. Review exists to protect occupants and the public. Any modernization proposal that trades depth of review for speed is solving the wrong problem.

Where Canadian practice stands today

Three patterns recur across building departments, and they compound one another.

Submissions arrive incomplete. Missing forms, unsigned documents, absent disciplines and unclear revision status consume reviewer attention before any technical question is reached. Every return-for-information cycle adds calendar time that no reviewer controls.

Information is unstructured. A permit set is usually a collection of PDFs, sometimes scanned, occasionally accompanied by a model. The facts a reviewer needs — occupancy, area, height, spatial dimensions, assembly ratings, egress arrangements — exist in the drawings but not as data, so they are read and transcribed by a person for every submission and every revision.

Evidence is not retained in a re-examinable form. Comments are recorded, but the chain connecting a comment to the sheet, the extracted fact, the applicable requirement, the code edition and the reviewer who decided is rarely preserved as a structured record.

What decision-ready permitting means

The path from a submitted document to an authorised decision can be described in five stages. Each produces something the next can use, and the final stage stays with the Authority Having Jurisdiction.

The difference between the two models is not the interface. It is what exists at the end of the process and can be inspected afterwards.

What this means for authorities having jurisdiction

The near-term gain is predictability rather than speed alone: knowing a submission is complete before it enters a technical queue, and being able to show how a finding was reached. Configuration of local requirements matters as much as the model code, because that is where most day-to-day friction sits.

Federal programs already treat this as a policy direction. The National Research Council runs a construction-sector digitalization and productivity program [5], Innovative Solutions Canada has published a challenge specifically on deterministic, AI-assisted compliance checking of building permit applications [6], and the federal infrastructure regulatory review roadmap addresses approval efficiency in the sector [7]. At the municipal level, CMHC publishes Housing Accelerator Fund best-practice material and municipal action plan summaries in which permitting improvements appear as commitments [8].

What this means for applicants, professionals and industry

Input quality becomes a lever the applicant controls. Complete title blocks, unique sheet identifiers, consistent units, disciplined revisions and — where models are submitted — valid classification and properties make a submission easier to review by any method, digital or manual.

For designers and engineers, structured requirements make expectations legible before filing. Where a check is deterministic and its rule statement is published, a submission can be prepared against it rather than discovered through a deficiency notice.

For reviewers, the objective is not fewer decisions but better-prepared ones: facts assembled, requirement and edition identified, ambiguous items flagged rather than silently resolved.

Risks, limitations and safeguards

  • Not every provision suits deterministic execution. Judgment-based provisions and alternative solutions must remain with professionals, and the system should say so explicitly rather than fail quietly.
  • Extraction quality depends on input quality. Scanned drawings, inconsistent conventions and incomplete models limit what any system can reliably derive.
  • Structured permit data creates governance obligations: privacy, retention, access control and residency requirements apply to permit records and models.
  • Transition carries workload and training costs that land on teams already constrained; those costs belong in the plan.
  • Claims about time or cost improvement should come from measured results in the jurisdiction concerned, not from vendor projections.
