Building the Business Case for Digital Permitting and Compliance Intelligence

A business case that promises time savings will be judged on time savings. A business case built on capacity, predictability and defensibility survives contact with reality.

Executive summary

Digital permitting business cases often fail in one of two ways: they promise processing-time reductions that cannot be attributed, or they list features without connecting them to a service outcome.

A defensible case states the problem in measured terms, names benefit categories the department can actually evidence, sets out costs honestly including staff time, and defines measurement before implementation rather than after.

Why the framing decides the outcome

Council and finance committees ask three questions: what changes for residents and applicants, what changes for staff, and what does it cost over time. A case that answers those with evidence tends to proceed; one that leads with technology does not.

Funding context helps. CMHC publishes Housing Accelerator Fund best-practice material and municipal action plan summaries in which approval-process commitments appear, which gives a municipality comparable language for its own case [1][2]. Federal programs on construction digitalization signal the same direction of travel [3].

Note what is absent: a promised percentage reduction in approval time. That figure can only be produced by measurement in the jurisdiction, and putting it in the case before the pilot converts a service improvement into an unmet target.

Implications for authorities having jurisdiction

Baseline before you build. Stage timestamps, deficiency counts by cause and revision-cycle counts for one permit type are enough to make later claims credible. Without them, any improvement is anecdote.

Phase the case. Approve a bounded pilot with a defined decision point, and make the expansion decision conditional on stated evidence. That structure is easier to fund than an enterprise programme and easier to stop if evidence does not appear.

Implications for applicants, industry and vendors

Applicants benefit most from predictability, and predictability is measurable: variance in elapsed time, not just the mean. Industry submissions to a council process are more persuasive when framed that way.

Vendors should expect to support baseline measurement and to have their claims tested against it. A vendor unwilling to be measured in a shadow evaluation is telling the municipality something useful.

Risks, limitations and safeguards

  • Unattributable savings claims damage credibility for the whole programme; avoid them entirely.
  • Benefits that depend on applicant behaviour change should be stated as conditional.
  • Integration cost is routinely underestimated; obtain interface details before costing.
  • Configuration is an ongoing obligation as codes and local requirements change, not a one-time task.
  • A pilot with no defined stop criteria tends to continue regardless of evidence.
